CHAPTER - I ? 1.1 INTRODUCTION : Article 41 of our constitution says "State Shall, within the limits of its economic capacity and development, make effective provisions for securing the right to Education ......" and Article 45 further deals with the provision of Free and Compulsory Education for children until they complete the age of 14 years. Under National Policy on Education (NPE) adopted by Parliament in May 1986. Under one components of NPE the scheme for establishment of DIETS was approved in October 1987, the first lot of DIETS were sanctioned in February-March 1985 till 1989. Three Diets in Punjab (Faridkot, Jagraon (Ludhiana) and Shekhupura (Kapurthala) sfanctioned in first lot in 1989. The DIETS are working under direct control of State Council of Educational Research and Training (SCERT), Chandigarh under the able guidance and control of Mrs. Harcharanjeet Kaur 'Brar', Director. ? 1.2 Brief History of DIET Gurdaspur :- DIET Gurdaspur established under National Policy on Education 1986 in 1989 when Six DIETS in Punjab sanctioned in second lot. It was known as Normal School (Junior Basic 1 Training) Gurdaspur situated in the west of Distt. H.,Q. on Dostpur - Gurdaspur road. it is a big complex having 8 Acre land. It falls in the Jalandhar Division and sandwiched between rivers Beas and Ravi. A portion of this district is located beyond river Ravi. It shares common boundaries with Kathua district of Jammu and Kashmir in the North. Chamba and Kangra districts of Himachal Pradesh in the North-East, Hoshiarpur district in South-East. Since independence the country is inching foward to achieve the two most important and basic goals of 1) Universalization of Educatioin 2) Education of Adult illiteracy. ? The DIETS are established to provide Academic and Resource support at grass root level for the success of various programmes undertaken in the area of Elementary and Adult Education to achieve the main goal of Universalization of Education. ? The DIET Gurdaspur is having an important pace-setting role. It is a model for other educational institutions in the District in terms of effective and efficient planning and execution of functions, harmonious and creative organisational climate. It is a part of larger countrywise design to achieve National goals. ? There is no shortcut to eradicate illiteracy in a short time. It requires continuous efforts both by Govt. as well as society. The development of education depends upon many factors e.g. ? 5 1) Training of Teachers. 2) Attitude and approach of teachers. 3) Funding. 4) Dedication of Teachers towards teaching profession etc. Usually the following main problems are felt in the field of educational development. 1. Illiteracy :- Only 16.7% of our population was literate when we achieved independence in 1947. In 1981 - 63.8% of our population was illiterate. According to 2001 census the literacy rate for the district was 73.8% (79.8% male, 67.1% females) 2. Drop Outs :- Drop out of children at elementary stage ultimately the growing numbers of illiterates. The drop out problem is very acute in Gurdaspur district. 3. Wide disparity in literacy rates among sexes and other groups : 46.9% males were literate in comparison to 28.8% females in 1981. The interstate and regional variations are also there. The southern states like Kerala have achieved a higher rate of literacy where as states like Bihar, U.P. and Rajasthan etc. are lagging much behind. There are disparities among different groups in Gurdaspur district also. In rural 6 ? areas of Gurdaspur a lot of attention is needed to improve the SC/BC and girls lots. 4. The Gurdaspur district is facing acute shortage of teaching staff : ? Many schools are headless, single teacher schools, many schools are without teachers. At elementary level 45% posts of teaching staff are vacant., In most of the Urban school teacher - student ratio is much higher than the norms. 5. The advantageous groups from rural and urban areas usually go for Private Public Schools but disadvantageous groups like girls (due to sexual bias) and SC/BCS and poor people which are deprived of sources have to opt for Govt. Schools which are not having adequate and proper staff and facilities to fulfill the needs of these groups. These such groups drop out at elementary stage and increase the number of adult illiterates., The DIETS are established to confront and root out all the above problems from the field of education in India in a professional and controlled manner. 7. DIET Gurdaspur has under taken the task of imparting quality training to teachers. Every elementary teacher is being trained for 20 Days under various programmes like: 1) Teaching Learning Material = 05 Days. 2) Minimum level of Learning = 05 Days. 3) Module Training = 10 Days. ? Teaching learning programme for inculcating qualities in teachers for developing teaching aids and preparation of low cost-no-cost teaching aids according to the local environment and student needs. Under Minimum Level of Learning (M.L.L.) teachers are educated about psychological needs of Children, population education and metholodolgy. A basic knowledge of information technology is also given to keep them in touch with the latest developing trends in the Modern time. In the same way 10 Days programme of Modules given by Sarva Sikhsha Abhiyan (SSA) on the current topics. Teachers are trained in every aspect of education and being equipped with latest teaching technolgy. 4.2 Computer Aided Learning (CAL) :- ? 12 Days Computer training programmes are organising for secondary teachers. Computer training provided to 152 teachers of high and secondary school teachers in 17 batches upto 31-01-06. This process will be continue upto 31-03-2006. 18 4.3 EGS Volunteer Training :- ? The improvement of school infrastructure and provision of basic facilities is being made and it being a primary objective of the project ,special attention is being given to bring all the 6-14 age group children in the fold of schooling so that they may receive education upto 5th level. Keeping this objective in mind a provision of EGS centres and Alternative schools has also been made to enroll the children belonging to 6-14 age group. VEDCs have appointed local Educational Volunteers. The DIET Gurdaspur has imparted 30 days training to the EGS Volunteers at Tehsil level during 2005-06. Eighty Six volunteers got training during 2005-06. 4.4 Educational Volunteers Training :- ? There are 22 blocks in District Gurdaspur. Teachers on deputation working in block office known as Block Resource Person (BRP). Under Sarva Shiksha Abhiyan (SSA). Two Education Volunteers have been sanctioned by Govt. under SSA. Village Education Development Committee (VEDC) is authorised to recruit Volunteers in their own village (from where BRP has taken, two Education Volunteers are allowed in lieu of one BRP). Their salary is according to their qualification: ? 19 1) B.A. Passed Rs.2500/- per month. ? 2) B.A., B.Ed. Rs.3000/- per month ? 3) M.A., B.Ed. Rs.3500/- per month. ? These educational Volunteers will get one month (30 working days) training every year. More than 260 Volunteer have been trained during 2005-06 for the above said programme at Tehsil levels. 4.5 Training under plan scheme E.D. 1.9 ? 5 Days training programme organised by DIET Gurdaspur under plan Scheme E.D.1.9 from 11-07-05 to 02-12-05 and trained 442 teachers of various blocks of the district and training imparted on the following content to improve the quality of education: 1) Preparation of T. L.M. low cost/No cost teaching aids. 2) Subject wise teaching based on Minimum Level of Learning (MLL) ? 3) Competency Based Teaching Learning (CBTL) ? 4) Proper Implementation of Syllabus and curriculum from class I to V ? 5) Sarva shiksha Abhiyan and Educational Administrative aspects. ? 4.6 Environment Training :- Four days training programme has been conducted in two batches in DIET Gurdaspur and trained 78 school lecturers of Physics, Bio, Chemisrty & Geography. 20 4.7 Village Education Development Committees (VEDCs) ? There are 2046 Village Education Committees working in District Gurdaspur., There are seven members of VEDC. SSA has decided to train atleast 4 members. A new mantra-Empowering the village-Govt. is to keen to achieve all round development through the empowerment of Village Panchayats. A two day training programme has been undertaken at cluter level and train 6881 VEDC members, during the year 2005-06. 4.8 Early childhood Care and Education (ECCE) : ? Realising the crucial importance of rapid physical and mental growth during early childhood, a number of programmes of ECCE are started particularly after the National Policy for children (1974). The existing ECCE programmes include : 1) Integrated child Development Scheme (ICDS) 2) Scheme of assistance to voluntary organisations for conducting. Early childhood Education (ECE) centres. ? 3) Balwadis and day-care centres by voluntary agencies with Governmet's assistance. ? 4) Pre-Primary schools run by the State Government, Municipal Corporations and other governmental and non-governmental agencies. ? 5) Maternal and child health services through primary health centres and sub-centres and other agencies. Sarva Shiksha Abhiyan is an effort to universalize elementary education by community ownership of the school system. It is a response to the demand for quality basis education all over the country. The S.S.A. programme is also an attempt to provide an opportunity for improving human capabilities to all children, through provision of community owned quality education in a mission mode. 5.2 Aims of SSA : ? Action research is the solution for the various practical problems of any institution. It removes many problems related to different area of education e.g. problems related to Methodology of Teaching, ? 25 ? examination, values, co-cunicular activities, administration, supervision, inspection and also in other so many activities organised by the institution. Research report on Methodology of Teaching was prepared by DIET, Gurdaspur on the topic :- "To studyd the effectiveness of Mesoteaching interms of general teaching competence for developing teaching skills among prospective elementary school teachers." The findings of the above study done by Kulwant Singh (Lect. in Geography) DIET Gurdaspur shows that Mesoteaching improves teaching competency of the trainees. Socio-Welfare Activities :- ? DIET encourages its students, seminarian and members of development committees to take active part in social/Welfare activities undertaken by various NGOs, like Rotary Club, Lions Clubs etc. DIET Gurdaspur donated blood to Punjab Health System Corporation(Gurdaspur) for blood bank. 7.5 Celebration of National Days : ? As per instructions issued by the Govt. of India Ministry of Human Resource Development Department of Elementary Education and Literacy, Shastri Bhavan, New Delhi that DIET Gurdaspur undertakes an assessment study of the status of implementation of Mid-Day Meal (MDM) Scheme in the district in the first instance.
